ELECTION OF MANAGEMENT COMMITTEE

All Members of the Management Committee with the exception of S Richards wished to stand for re-election. It had been indicated that A Baybutt, a co-opted member wished to continue. Mrs Makin of Crooke Village had expressed a willingness to act as a Committee Member representing the interests of the residents of Crooke.

‘That the Committee be re-elected with the exception of S Richards and that the co-option of Mr Baybutt and Mrs Makin be placed as an Agenda item for the March Committee Meeting’.

MINUTES OF LAST ANNUAL GENERAL MEETING

MATTERS ARISING

Aspull Standish Shevington Township Forum

L Brown indicated a willingness to continue representing the Association but sought a deputy when unable to attend. I Whiteley volunteered and her offer was willingly accepted. Mr Baybutt would be attending as the Resident Association representation. J Maloney supported the notion of the continuing development of the Township Forum and pleased to see the cross community representation in evidence from Shevington.

Memorial Garden

Tree replacement planting had taken place and sadly some of these trees had also been vandalised but subsequently replaced. Children from St Bernadette’s School still showed an interest in their development.

Recreation Ground

The Ground had not been the subject of a drainage scheme as hoped and a discussion as to the up to date situation would feature later in the Agenda.

Dates of Meetings

The Public Meetings had been held as scheduled and the Meeting dates for public attendance in 2005 will be 26 April,

28 June, 27 September, 29 November, with the AGM on 28 February 2006.

TREASURER’S REPORT

None provided and the Secretary would seek the required information.

CHAIRMAN’S REVIEW OF THE PAST YEAR

D Brown listed some of the Association’s activities;

The Shevington in Bloom Competition, was successful and would be developed in 2005

The Crime Awareness Day had been a great success and had created interest in the CA’s activities.

The Recognition of Achievement Award Evening had been a great success and much appreciated

The Create-a-Logo competition for Junior Schools was well supported and judged by the Mayor. The logo would shortly be added to the Association letterhead .

A Fun Day on the Rec run jointly by the Youth Club and the CA. on August Bank Holiday had suffered from poor weather.

A Dinner Dance on 12 February had been very successful and indications were that a profit of £1630.28 had been made. Mr Saxon was thanked for his excellent organisation of the event and thanks also extended to those who provided sponsorship and donations.

BUILDING SCHEME UPDATE

The disappointment at Grant refusal had been keenly felt by Committee Members particularly so in view of the extensive effort put into preparation of the bid. The feeling now was that the youth Club and Community Association would need to ‘cut cloth according to means’ and seek support for a less ambitious building scheme. Drainage and regeneration of the Recreation Ground was still however seen as an achievable objective and costings (in need of updating) were available from Groundwork Wigan for a proposed scheme.

Several matters were then discussed from the floor;

J Maloney provided an insight into the thinking of the Recreation Ground Trustees who would be prepared to licence the development of the Ground to the Parish Council. In return for the Trustees expending capital on the drainage scheme the Council would undertake maintenance for an agreed period with any revenue raised from rentals going to mitigate these costs. This agreement would need formalising in a Meeting of the two bodies and have the approval of the Charity Commissioners. The Trustees would continue to hold the land in Trust for the benefit of all residents of the Parish and title would not pass to the Parish Council.

D Brown believed there would be opportunity for greater use of the Recreation Ground, particularly by junior football teams and potentially there would be room for a junior pitch. There was now a link between the senior and junior teams locally.

V Maloney believed that there should be a short timescale for finalising proposals and, to add to development of sporting activity, the High School was keen to be involved in sharing its facilities with the local community.

M Hilton advised that the present field drawing was not to scale. Councillor Brown would explore the possibility of obtaining a better scale plan from WMBC.

REVIEW OF FUTURE ACTIVITY

As well as repeating some of the events from last year the proposals for 2005/6 included the production of a calendar in association with local schools and it was hoped that the Association would feature regularly in press coverage.

ANY OTHER BUSINESS

Anti- Social Behaviour Orders

A discussion took place on the attributes of the Orders and the manner of their ordering by the Courts. There were several in force within Shevington.

MINUTES OF THE COMMITTEE MEETING

The Chairman welcomed everyone to the meeting, particularly Darren Barton, the Township Manager.

The Chairman then asked everyone to stand for a minute of silence as a mark of respect after the death of a former secretary of the Association, Mrs Pam Statham.

Minutes 1 st March, 2005

It was proposed by Veronica Maloney and seconded by Carol Miles and agreed unanimously that these minutes were a true and correct record of that meeting.

Matters Arising

Jim Maloney reported on a meeting with the Vicar of St Anne’s to agree a contract whereby the Parish Council would be responsible for the administration and upkeep of the recreation ground. Maurice Hilton had had talks with one of the local football club organisers to look at a more efficient ‘post drainage’ layout of pitches. It was agreed that the Chairman, Maurice Hilton and Jim Maloney should meet when the new contract was agreed to further the work of the ground drainage.

The ‘Cleaner Greener Initiative’ had made available funds of at least £1250.00 to be spent upon local initiatives; the Chairman urged members to bring forward ideas for the next meeting. There was some discussion of funding being used to improve the lawn in front of the Methodist Church and some new hedge planting in the adjacent borders. It was agreed that the Township Manager would meet with interested parties on Friday, April 1 st.

Minutes 25 th January, 2005

It was proposed by Maurice Hilton and seconded by Sally Vidler and agreed unanimously that these minutes were a true and correct record of that meeting.

Matters Arising

There being no nomination for treasurer members were urged to think again about putting a suitable name forward.

The cooption of Alan Baybutt and Mrs Sandra Makin as members of S&DCA was proposed by Sally Vidler, seconded by Lorna Ellis and unanimously agreed.

Review of Activities

  • Crime Awareness and associated activities: a Saturday morning event to be organised;
  • The possibility of a folk concert to be organised in the autumn of 2005 with the cooperation of the new head teacher at Shevington High School;
  • A fund raising musical evening at St Anne’s Church;
  • Fun Day: last Saturday in June
  • Shevington in Bloom

Scheme Update

This had been covered in the earlier item on the recreation Ground

Any Other Business

The Chairman introduced the Township Manager, Darren Barton. He led a broad discussion on a number of issues relevant to the Association:

  • Funding for VE and VJ commemorative celebrations and activities;
  • Reviving a group to bring Elnup Wood back as a recreational amenity;
  • Local use of the Media Bus as a resource for youth work, particularly in Crooke, Shevington village centre and Shevington Vale;
  • Parking in the local areas as part of the 2006 – 2010 local transport plan as well as immediate remedies for inconsiderate and unlawful parking – on pavements and on double yellow lines – and longer term strategies.

Maurice Hilton indicated that the Methodist Church wished to have its car park marked into bays.

Alan Baybutt reported on the Tenants and Residents Association formation of a Homewatch Scheme for the centre of the village. He believed that the TRA was growing in effectiveness and impact in the area in which it was active.

MATTERS ARISING

SHEVINGTON RECREATION GROUND. AGREEMENT FOR MAINTENANCE.

J Maloney advised that the draft document that would form the basis of an agreement with Shevington Parish Council required further legal work. Any agreement would need to be in place early enough to allow for drainage work to take place before the start of the next football season. A meeting was proposed between J Maloney, D Brown and M Hilton regarding proposals that would fit with the development of the Youth Club/Community Association building and landscaping.

CLEANER GREENER INITIATIVE

Some elements had been completed, namely the fencing and some planting at Randalls Corner and at the corner of New Miles Lane/Gathurst Lane.

D Barton had tried to provide I Whiteley with further proposals but neither had contacted D Brown. The proposals were believed to cover a tidy up to the hedges at the side of the Youth Club and Methodist Church, and removal of the concrete posts to the Methodist Church frontage. A proposal to resurrect support for Elnup Wood would also be included.

MEDIA BUS

I Whiteley advised that the Media Bus would be in Shevington alternate Wednesdays starting May 11 th. Indications were that on average within the Borough 60 children a night were using the facility.

MATTERS UNRESOLVED FROM AGM

TREASURER

S Richards had indicated a willingness to continue in the capacity but would not be able to attend Meetings. In the view of those present the offer was acceptable and should be formalised by Resolution at the next Meeting.

ACCOUNTS

S Richards had forwarded Accounts for the year ended 31/12/04 and the Secretary would circulate these with the Minutes and a Resolution for acceptance would be placed on the Agenda of the next Meeting. The Audited Accounts were noted, showing a balance of £26103.69 with creditors outstanding of £115.

CHARITY COMMISSION ANNUAL RETURN

S Richards had completed the Return as far as practicable and the Secretary would complete with the names of the Committee and forward to the Charity Commissioners.

REVIEW OF ASSOCIATION ACTIVITY

J Maloney provided a brief update as follows;

Crime Awareness Day – date awaited, D Brown to provide details.

Musical Evening – date awaited, B Harrison to provide details

Fun Day – given the closeness of the proposed date there had been no progress.

Shevington in Bloom – organisation believed to be in hand, D Brown to provide details.

VE and VJ Commemoration – Parish Council likely to take forward in conjunction with Churches towards the end of July

SCHEME UPDATE

I Whiteley advised that another application for grant would be submitted in June to ‘Future Builders’ a Fund with a focus on the young and community cohesion. The proposal would be much smaller and address the redevelopment of the existing Youth Club building with improvements to kitchen and showers. An architect was to be engaged. In respect of field drainage an estimate had been submitted by a third party and supplied by Groundwork Wigan and Chorley, details of which were not supplied to the Meeting in the event that the work might need to be open for tender.

ANY OTHER BUSINESS

The Secretary reported that ‘Money Matters’ had been received and as grants were a feature, J Maloney and I Whiteley would peruse.

An outstanding cheque payable to the entertainer at the community recognition event awaited signature.

MINUTES The minutes of the S & DC A meeting of April 26 th 2005 were approved as a true and correct record of that meeting; proposed by Veronica Maloney, seconded by Alice Lister and agreed unanimously.

MATTERS ARISING The Media Bus was in fact named the Rock Bus and would initially call at Shevington once a month but with Rev. Ann Hall’s agreement would visit on a weekly basis before the end of the summer.

The 2005 – 06 football season would begin on August 2 nd

The chairman asked the meting to change the agenda to allow the discussion of priority for the centre of Shevington identified in the Township Review meetings that taken place during the previous week. He introduced Darren Barton and David Round who had taken part in the review.

Discussion centred around the plans for the recreation ground, the youth / community centre and the tidying up of the frontages of the Methodist Church and the car parks. The Township Manager indicated that there was strong support for the concept that the S & D C A, the Parish Council, the Ground Trustees and the Youth Club were all working on but stressed that it should be an incremental and coordinated scheme. The Township Review process had a date of Christmas ’05 by which time such a plan should have been developed and its initial stages put in train.

A working party of representatives from the local stakeholders and Wigan Borough would be called to a first meting very shortly so that it could report back to the June meeting.

ELECTION OF THE ASSOCIATON TREASURER It was proposed by Carole Miles and seconded by Martin Saxon that Simon Richards should be treasurer of the association; this was agreed unanimously.

ACCOUNTS It was proposed by Veronica Maloney, seconded by Maurice Hilton and agreed unanimously that the Treasurer’s report for the year ended 31 st December 2004 be accepted subject to the correction that the balances shown at the beginning of the statement should read ‘as at 31 . 12. 03’ not’02’, and that the Treasurer should be paid his fee as soon as possible.

REVIEW OF ACTIVITIES

  • The Gardens in Bloom competition would be advertised in due course
  • The Parish Council was to arrange a VE VJ Day service in the Memorial Garden on Sunday July 10 th at 11.00am
  • The Parish Council’ August Bank Holiday walk on the 29 th would be in memory of Mrs Barbara Rigby and all participants would be asked to seek sponsorship in aid of the Mayor’s Charity, Wigan and Leigh Hospice.

ANY OTHER BUSINESS

  • The Annual General Meeting of the Youth Club is to take place on Thursday June 23 rd at 7.00pm at the Youth Club. Trustees are urgently needed.
  • At the Township meeting of May 23 rd it was reported that there had been a 24^ decrease in reported crime from 03-04 to 04-05
  • Sandra Makin raised the issue of an outbreak of antisocial behaviour and criminal activity in Crooke; this would be reported to the TCSG. She also mentioned the narrow road entrance to the village and the lack of a footpath there.

The next meeting of the Association would take place on Tuesday, June 28 th at 7.30pm at Shevington Methodist Church.

MATTERS ARISING

VE and VJ Day Commemoration

The Parish Council had held a moving Service of Thanksgiving at the War Memorial.

August Bank Holiday Footpath Walk

The Parish Council’s Annual Footpath Walk the previous day had been started by the Mayor and Mayoress of Wigan. The Walk this year was in memory of Barbara Rigby who for many years had organised the Walk with her husband Jim. Sponsorship had been encouraged and likely in excess of £200 would be raised for Wigan and Leigh Hospice.

Sponsored Cycle Ride

Martin Saxon provided details of another successful sponsored cycle by members of the community.

REVIEW OF COMMUNITY ASSOCIATION ACTIVITIES

Shevington in Bloom

Effectively the Competition was cancelled as there were only two entries. Thoughts were that organisation could perhaps be undertaken by the Allotment and Horticultural Society as an adjunct to their Annual Show.

Crime Awareness

The Chairman was still awaiting confirmation for the event to happen and the likelihood was that it would be later in the year.

Tenants and Residents Association

The Association was promoting the Victim Support and Age Concern sponsorship of free door security for anyone over 60. Fundraising contributions were being promoted by the Plough and Harrow.

Christmas Trees

There Chairman advised that there had been a poor response from retailers to suggestions of Christmas trees displayed from mountings on shop fronts. His thoughts were turning to some support from Brighter Borough funds and perhaps staring with a few shops and the Plough and Harrow and hopefully growing the display next year.

Calendar 2006

The Chairman would ask Cllr. Mike Crosby for assistance in furthering this initiative.

SCHEME UPDATE

The Chairman and Cllr J Maloney provided an update following meetings with the Township Manager and Borough Officers and Groundwork regarding a co-ordinated scheme for the village centre. This would embrace surfacing of the Methodist car park and likely including surfacing the roadway that should have been provided by the builder of the flats. Also discussed had been the drainage of the field proposals and some peripheral landscaping around the frontages of the Youth Club and Methodist Church. The Groundwork architect is also looking to come up with some improvement to the Bottlebank. The next meeting would be 8 th September. In respect of the Recreation Ground a licensing agreement for maintenance was being drawn up between the Trustees and the Parish Council. Martin Saxon undertook to make enquiries of the football League with a view to playing end of season matches away from home so that an early start could be made on the drainage.

FINANCIAL REPORT

Simon Richards provided Members with an up to date review of finances. The Association’s bank balances and investments totalled £28060.13.

SECRETARY’S REPORT

Youth Shelters – The Secretary provided Maurice Hilton with a Report

Communication Channels for Community Groups Survey received from the Borough Wide Community Network and the Secretary would complete to provide a database entry for the Network.

Faith Network material received. Maurice Hilton advised that the Township is represented.

Wigan and Leigh Hospice circular advised ofBereavement Support Training Course dates available, 17, 24, 31 October and 7 November.

Money Talks Newsletter received and provided to Cllr Ira Whiteley.

Wrightington, Wigan and Leigh NHS Trust circular advised of an open forum day on 22 September at Platt Bridge Community Centre between 1pm and 3pm

ANY OTHER BUSINESS

Reverend Helen Brown is the new Minister for the Methodist Church and takes up her appointment from 31 August. All welcome at 7.30pm.

Pemberton Brass Band Concert in the Methodist Church on 10 December. Tickets available.

Methodist Church Christmas Fair to be held on 26 November.

Age Concern meeting in the Library on 7 December, 2pm to 4pm in respect of promoting ‘Our Legacy’ scheme for recounting memories before they become lost. Includes photographic material and an interactive archive database.

Age Concern promoting their ‘Saying Hello’ scheme. Volunteers create networks of befriending groups whose own life experiences are harnessed to help in managing the difficulties that others are facing.

Youth Club has secured funding for a Community Artist to paint murals on the walls of the main hall. The Parish Council has provided £250 towards the cost of re painting the walls beforehand.

Youth Club is seeking assistance for paid leadership to continue beyond the March 2006.

Census Statistics indicate that the Parish/Ward is in the top 3 of every measure and thus appears low in terms of deprivation. This makes the attraction of grant assistance very difficult.

Fund raising events will need to be considered after Christmas

Committee Meeting Minutes

Minutes The minutes of the meeting of August 30 th were approved as a true and correct record after the change of the month from December to September in AOB.

Matters Arising

  • If local traders could be persuaded to take part in displaying small illuminated Christmas trees the Association would make a contribution to the cost of providing the lighting
  • Jim and Veronica Maloney undertook to organise a calendar for 2007 using the resources of local schools and seeking local sponsors
  • Several members had attended the installation of the new minister at Shevington Methodist Church
  • Pemberton Silver Band would be giving a concert in Shevington on December 10 th
  • Shevington Youth Club would face funding difficulties from April 2006 and was seeking discussions with Connexions for further grant funding

Review of Activities

  • Community News and Activities: the need for publicity:- it was suggested that a newsletter/ regular local newspaper column would help
  • The calling of a well publicised local community and voluntary activists meeting
  • The setting up of focused open meeting on specific local issues: eg, planning matters, traffic and parking issues, environmental improvements

Scheme Update

Jim Maloney gave an update of the discussions about improvements to the Recreation Ground and the likely timescale.

Any Other Business

  • The Chairman asked the Association to nominate a Township Forum representative; Ira Whiteley agreed to attend
  • Amongst events for young people in the area were the regular Rock Bus visits and Youth development Officers’ work with ‘at risk’ young people
  • Work was ongoing to develop a local travel plan, particularly from Standish to Wigan
  • A public sector staff bus project was under way
  • Two concerns for Crooke residents were the lack of appropriate signage warning drivers of the narrow roads, and local concerns about the extension of the mooring basin and the likely environmental problems arising from ‘dwelling moorings’ and increased parking
  • There was evidence of drug dealing around the Youth Club; this had been reported to the PCSOs
  • Nominations for the ‘Big Thank You’ event would required for the October meeting

MINUTES OF LAST MEETING

MATTERS ARISING

Xmas Trees for shop fronts

Between 14 and 16 trees now graced shop, pub and Church fronts, the majority of which were now lit. The cost would be in the

Region of £880 funded from the Brighter Borough initiative. Councillor Crosby was congratulated on the efforts of the District Councillors to get the fittings and trees in place. The Parish Council trees at Crooke, the village centre and at Shevington vale would be in place on 2 December.

Newsletter

Martin Saxon was waiting to hear from Darren Barton regarding the compilation and distribution of a newsletter. This would be followed up as it was known that Darren had been active in the matter. The newsletter would be funded from the Township budget.

Shevington Youth Club, Grant Funding Application

Maurice Hilton advised that the Club had not been successful in obtaining a grant from the Big Lottery Fund but there were plans for resubmission based on some misunderstandings in the original.

Community Safety Officer

Councillor Jim Maloney had been in contact with the Officer and action had followed quickly in identifying and giving advice to ringleaders of trouble makers in the Shevington Vale area

REVIEW OF COMMUNITY ASSOCIATION ACTIVITIES

Councillor Jim Maloney reported on a meeting with Wigan Council Traffic Manager Paul Riding concerning a survey of car parking, traffic management and safety in the area of the Parish Council and Methodist Church car parks. There was the possibility of some funding and there would be a follow up on Thursday at 3pm.

Maurice Hilton advised that the Methodist Church was consulting with the Church hierarchy for continuation of the public use car park, public right of way and on the matter of the land between the Church and the Youth Club, all agreements going back a number of years.

The ‘Rock Bus’ would be making visits to Shevington and Shevington Vale areas in a further effort to mitigate against the poor behavioural traits of some local youngsters.

SCHEME UPDATE

As previously mentioned the scheme would be discussed again on Thursday. Councillor Jim Maloney was investigating the ‘Public Parks Fund’, administered by National Heritage, as a possible source of funding. In respect of the Parish Council and Recreation Ground Trustees all the legal aspects had now been covered and in due course a maintenance agreement would follow. The Recreation Ground Trustees had agreed on their contribution to the drainage costs but as previously the advice being received was to ensure that no money was spent until the grant funding was obtained.

ACCOUNTS

The Treasurer Simon Richards had forwarded an Income and Expenditure statement showing overall funds of £28,219.94 available to the Association. A copy is attached to the Minutes.

ANY OTHER BUSINESS

The ‘Money Talks’ Newsletter had been received together with a covering letter from the Wigan Grants team which confirmed their continuing support.

Maurice Hilton advised that the Methodist Church had applied for a Premises Licence to cover music and live performances.

Scheme launch

In respect of the proposed development scheme Councillor Jim Maloney suggested that the public launch of the detail should in some way be linked to that of the Parish Plan, itself due to be launched in the New Year. A condensed version of the Parish Plan, which embraced the redevelopment amongst many other aspects of Village life, would be distributed to all households in the Parish. The matter of a joint launch could be discussed further with a view to a launch at the January Meeting. Agreed to take forward at next Meeting.

Signage for Crooke (Village)

Proposals have been put forward for signage to Crooke (Village), the brackets reflecting that there is some dispute as to what should appear. This would be funded from the Township. The Secretary advised that the Parish Council had been putting aside a Reserve for signage of the Parish boundary and as Crooke was at a boundary point it would make sense to co-ordinate proposals. Councillor Mike Crosby undertook to raise the matter with Paul Riding of Wigan Council.
